How does a consumer report a scam car repair center for committing fraud by rigging a smog test to fail?

A local repair shop in California tried to hook me for expensive unnecessary diagnostics and repairs after “failing” me for a smog test. After doing some searching online, I found a legit repair shop and they did not find anything wrong with the car. The employee told me some repair shops lure consumers with cheap coupons and trap them with more testings and repairs. I discovered the repair shop have a history of complaints online.

Who and where do I send my complaints about this scam in California?

They are a franchise and corporate is not doing anything about quality control over their stores.

    Contact the BBB and lodge a complaint, call a local TV station and if the story seems news worthy they might do an investigative report

    Report them to the Attorney General and make a complaint to the Better Business Bureau.
